BACKGROUND: 

The Clark County Regional Flood Control District (RFCD) has approved and provided funding for the Blue Diamond Wash between Arville Street and Interstate 15 (I-15) project as described in its 2018 Clark County Flood Control Master Plan Update, Structure No. BDWA 0276.

The attached interlocal contract provides funds for construction of the Blue Diamond Wash - Arville Street to I-15 Storm Drain located along Arville Street and Robindale Road in the southern section of the Las Vegas Valley.  The storm drain begins on Arville Street and transitions from the existing riprap channel in the Moberly Avenue alignment; extending north approximately 680 feet to Robindale Road, and then extends east in Robindale Road to I-15.  The storm drain improvements will connect into the existing storm drain facility within Nevada Department of Transportation right-of-way that discharges under I-15 in a 12-foot-by-5-foot reinforced concrete box.

Design drawings and specifications are 90% complete, right-of-way has been obtained, and all necessary permits have been acquired for this project.  The time of performance is effective to June 30, 2026, unless further time extensions are granted.

This project is approved on RFCD's Ten-Year Construction Program, with design scheduled to begin in Fiscal Year 2021-2022.  RFCD approved the interlocal contract at its meeting on November 18, 2021.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
