EPA PM-2.5 Air Monitoring and Air Pollution Control Program Grants

Additional Comments:

Awards from Section 103 of the Act are specifically used to operate the PM-2.5 monitoring network. These awards do not require local matches, but “in-kind” funds are withheld to pay for laboratory analyses necessary for chemical speciation of collected samples. Awards from Section 105 of the Act require local matches, which have been 45% of the federal award over the last three grant cycles. DES will match Section 105 awards as required by the grant agreement. These local matches are met by applying a portion of DES's non-federally funded activities to meet the program's maintenance-of-effort requirement.

 

BACKGROUND: 

The Department of Environment and Sustainability (DES) expects a notice from the U.S. Environmental Protection Agency (EPA) in the next few months inviting DES to apply for continued Clean Air Act funding for Clark County’s PM-2.5 Air Monitoring and Air Pollution Control programs. DES receives these reimbursement grant funds annually to help defray costs directly associated with PM-2.5 research and development, as well as with the administration of projects and programs designed to prevent and control air pollution and maintain the National Ambient Air Quality Standards. This ongoing effort is consistent with the County’s strategic priority to implement measures to control sources of air pollution and meet national health standards.
