BACKGROUND:
Clark County Social Service requests that the Board of County Commissioners (Board) ratify the submission of the grant application to HUD for the Southern Nevada CoC HMIS Project and authorize the Administrator of Human Services or his designee to accept any grant funds awarded. This is a 12-month project with an opportunity to apply for an annual renewal as part of the CoC consolidated application.
Pursuant to a United States Congressional directive in 2001, HUD was required to work with communities on the collection of homeless data. In 2004, HUD filed its final notice towards implementation of HMIS. An HMIS is designed to collect client data, generate unduplicated client counts, and track service utilization. The Homeless emergency and Rapid Transition to Housing (HEARTH) Act of 2009 reauthorized the McKinney-Vento Act, the Federal legislation that funds homeless services under the HUD. The HEARTH Act made participating in an HMIS a statutory requirement for recipients and subrecipients of the CoC Program and Emergency Solutions Grant funds. The HMIS used locally is also accessed by the two other CoCs in the state.
Funds were awarded during the 2011 CoC competition to expand HMIS capabilities and functionality to support the local CoC with the implementation of the HEARTH Act and other HUD HMIS guidance, this funding has been renewed in subsequent competitions. In 2017, new expansion application requested to provide additional users access to the HMIS, provide the necessary updates and functionality of coordinated entry for all subpopulations experiencing homeless, programming updates, and greater refinements for system performance measures. The original grant continues to provide programming for report customization, data analysis, support, licensing, and administration costs. The additional funds were awarded and added to the existing HMIS Expansion grant, which dates back to a start date of February 2018. This application is the 3rd renewal request for the combined amount (funds were granted without a competition in 2020).
CCSS is applying for $860,154 for twelve (12) months of services with a project term that includes annual renewal option through the local CoC process. The Regional HMIS Interlocal will provide a cash match of $215,039 for this project. This grant application was incorporated into the 2021 Southern Nevada CoC consolidated application that was submitted on November 16, 2021 to HUD. Due to time constraints with the application and recommendation timeline, the application is being submitted for ratification after submission.
