BACKGROUND:
Clark County Social Service requests that the Board of County Commissioners (Board) ratify the submission of the grant application to HUD for the Southern Nevada CoC Planning Project and authorize the Administrator of Human Services or her designee to accept any grant funds awarded and create a grant-funded position. This is a 12-month project.
The HEARTH Act of 2009 is the reauthorization of the McKinney-Vento Act, the Federal legislation that is funding homeless services under HUD. With the implementation of the HEARTH Act, there is an opportunity to request funds to expand regional coordination efforts to support efforts to end homelessness. The Southern Nevada CoC 2021 Planning Project intends to provide support towards improving measurement and evaluation of regional responses towards ending homelessness, analyzing gaps, monitoring of funded projects, facilitating the CoC competition, and implementing best practices in services and incorporating the feedback of those experiencing homelessness in decision-making processes. This is the 8th application for a CoC planning activities; Clark County has successfully received seven grants in previous competitions, with an 8th grant that was awarded without a competition in 2020.
Clark County will provide a match of $108,806 in-kind match from Social Service salaries of staff who work with the CoC. This grant application was incorporated into the 2021 Clark County CoC consolidated application that was submitted November 16, 2021 to HUD. Due to time constraints with the application and recommendation timeline, the application is being submitted for ratification after submission. The costs for personnel for a grant-funded Management Analyst II (Data Analyst) are included, which provides the support for evaluating regional efforts related to data collection, measurement, and analysis.
