Amendments to Concession Agreements

BACKGROUND: 

The Clark County Department of Aviation (DOA) has existing Concession Agreements (Agreements) with Whittlesea-Bell dba Bell Trans, and Bell Limousine; AWG Ambassador, LLC; and Kaptyn Nevada, LLC (Companies) to operate ground transportation services at Harry Reid International Airport (Airport). These Agreements have an expiration date of January 31, 2022.

The Amendments would extend the Agreements for one year, through January 31, 2023. All other terms and conditions of the Agreements would remain the same. The extensions are in consideration of the changes in passenger patterns that have resulted due to regulatory changes and the decline in international traffic that continues to impact ground transportation operators. Further, a roadway study conducted at the Airport recommended several opportunities for parking and ground transportation capital improvements that may adjust layouts for ground transportation services. Staff recommends approving and authorizing the Director of Aviation to sign the Amendments.

Each of the Amendments have been approved as to form by the District Attorney's Office. Companies currently hold Clark County Business Licenses.
