BACKGROUND: 

The Clark County Department of Family Services (DFS) is receiving American Rescue Plan Act (ARPA) grant funds for the development of a work program such as an Intermediate Care Facility setting to improve the safety and well-being of children in foster care who have high behavioral health needs and those that are currently housed in Child Haven. This work program shall include but not limited to caring for children with (1) severe behavioral issues, such as aggression and assaultive behaviors who are also developmentally or intellectually delayed, (2) on the autism spectrum, and (3) other medical issues that impact behavior.

With proper interventions and supports, Clark County believes youth with higher level needs will be less likely to initiate violent behavior in a stable setting that provides the appropriate therapeutic intervention to keep them and our staff safe.

The award process for this grant differs from the normal grant application process as funding is made available to the State and passed through to DFS as a subrecipient without application submission or competitive process.  The State has made the grant award in accordance with NRS353.263  Procedure for revision of work programs and allotments responding to the urgent need to mitigate the effects of the continued COVID-19 pandemic and its effects on mental health and behavioral issues for children and youth.

Staff requests the Board approve and accept any funds awarded.
