BACKGROUND: 

On December 21, 2021, the Board approved a pre-qualified list of firms that were selected by an electronic Statement of Qualifications (eSOQ) process for the provision of Professional Services within the category of "Works - Sewer Collection System". Brown and Caldwell was selected from this list to provide engineering services for the Crosstown Interceptor Rehabilitation, Harmon Ave. to FWRC Headworks, Project No. 20103.

The Crosstown Interceptor (CI) is a critical component of the District’s collection system. Servicing the “Strip” corridor, this pipeline needs to maintain its long-term integrity and service life. The District has systematically rehabilitated this critical interceptor in phases, with this project being the final phase. This project will perform a condition assessment for the remaining 6.3 miles of pipeline, including 48 manholes, and perform rehabilitation as necessary. Additionally, this project will assess and rehabilitate approximately 2.7 miles of the Crosstown Interceptor (CI) foul air pipeline associated with this interceptor. This project will complete the rehabilitation of the CI from Harmon Avenue at Pearl Street to the Flamingo Water Resource Center (FWRC) Headworks.

Staff recommends that the Board approve and authorize the General Manager to sign an Agreement for Engineering Services with Brown and Caldwell, to provide design, bid, and engineering services during construction. Brown and Caldwell is a Nevada Business Enterprise and currently holds a Clark County Business license.

Pursuant to Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from bidding requirements.
