BACKGROUND: 

On November 19, 2020, the Board of County Commissioners (Board) approved grant funding from Youth Villages, Inc. to implement the Youth Village Life Set (YVLifeSet) evidence-based model for transition-age foster youth in Clark County.  YVLifeSet is an intensive, clinical and individualized evidence-based model for supporting older youth to achieve improved outcomes across many domains including permanent relationships, employment and earnings, housing stability, mental and emotional health, economic well-being, reduced legal involvement, and education.

On January 26, 2022, the Department of Family Services (DFS) received notice of additional funding availability to specifically support staff recruitment and retention efforts.  Approval of this item will allow DFS to create recruitment and retentions strategies by providing incentives to staff assigned to serve youth in the YVLifeSet program. 

The award process for this grant differs from the normal grant application process as funding is made available to DFS without application submission or competitive process.  YVLifeSet has made the grant award contingent upon receipt of DFS' proposed retention and recruitment plan, which was submitted on February 4, 2022. 

Staff requests the Board to ratify and accept the submittal of the retention and recruitment plan and accept any funds awarded.
