BACKGROUND: 

Due to activities on the Pedestrian Overpasses on Las Vegas Boulevard South that are creating a threat to or degradation of the safety of pedestrians, it is necessary to amend Sections 16.11.020 (definitions) and 16.11.040 (prohibition of obstructive uses) of the Clark County Code to:  1) clarify that the definition of "crosswalk" includes a pedestrian overpass and is designated as a no obstruction zone; and 2) add a definition of "touchdown structure" and provide that the area in, on, and not further than 20 feet of a landing area of an escalator, elevator or stairway of a touchdown structure is a no obstruction zone.

The definition of "obstructive use" as defined in 16.11.020(e) is unchanged.

County staff and the Las Vegas Metropolitan Police Department have been working together on this matter.  Public Works will be asking the Board of County Commissioners to adopt an amended map, as required by Clark County Code Section 16.11.050, identifying the above-described areas as no obstruction zones.  Additionally, markings will be placed at the sites along with updated signs.

Staff recommends that the ordinance to amend Chapter 16.11 of the County Code be introduced and a public hearing be set for Tuesday, May 3, 2022, at 10:00 a.m.
