BACKGROUND: 

On December 21, 2021, the Board of County Commissioners approved a pre-qualification list to be used to select professional service providers for the period of January 1, 2022 through December 31, 2023.  Horrocks Engineers, Inc. (Corporation) was selected from the pre-qualification list, [Services] Hydraulic/Hydrology (Detention/ Retention and Storm Drain Conveyance), to provide engineering services for updating the Emergency Action Plans for detention basins within Clark County's jurisdiction as part of the Regional Flood Control District's Maintenance Work Program.

County staff negotiated the attached professional engineering services contract with Horrocks Engineers, Inc.  The contract describes the services to be provided and stipulated terms.  The time of performance is effective to December 31, 2023, unless time extensions are granted.

Horrocks Engineers, Inc. currently holds a Clark County Business License.

Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.

The District Attorney’s Office has reviewed and approved the contract as to form.
