BACKGROUND: 

Chapter 16.11 of the Clark County Code identifies areas along public sidewalks where obstructive uses are prohibited which includes areas of specified distances along sidewalks adjacent to intersections, crosswalks and driveways.  Additionally, it includes portions of the sidewalk where the level of service is "C" or below.  Section 16.11.050 of the Clark County Code requires the Board to adopt a map setting forth the portions of the public sidewalks where obstructive uses shall be prohibited.  The last time this map was updated was in 2016.

Due to activities on the Pedestrian Overpasses on Las Vegas Boulevard South that are creating a threat to or degradation of the safety of pedestrians, under another agenda item the Board found it is necessary to amend Sections 16.11.020 (definitions) and 16.11.040 (prohibition of obstructive uses) of the Clark County Code to:  1) clarify that the definition of "crosswalk" includes a pedestrian overpass and is designated as a no obstruction zone; and 2) add a definition of "touchdown structure" and provide that the area in, on, and not further than 20 feet of a landing area of an escalator, elevator or stairway of a touchdown structure is a no obstruction zone.  Therefore, the map detailing no obstruction zones required by County code section 16.11.050 must be updated.

County staff and the Las Vegas Metropolitan Police Department have been working together on this matter.
