BACKGROUND:

The Regional Flood Control District (RFCD) has programmed funds for flood control improvements.  On July 13, 2017, the County and RFCD entered into an interlocal contract for the State Route 163 at Casino Drive project (Public Works Project No. PW.FLAU04B).  The Board of County Commissioners approved the interlocal contract on August 1, 2017.

RFCD and the County previously approved two supplementals to the interlocal contract increasing total funds for flood control, construction, and construction management for the project.  The attached Supplemental No. 3 to the interlocal contract changes the scope of the project, and extends the contract term to June 30, 2024, unless further time extensions are granted.

This project is approved on RFCD's annual Ten-Year Construction Program, and is described in the 2014 Master Plan Update for Laughlin, Nevada, Structure Nos. LUBC 0000, 0001, and 0006; and the 2020 Master Plan Update for Laughlin, Nevada, Structure Nos. LUBC 0000, 0001, 0006, 0007, 0010, and 0031.  RFCD approved the third supplemental contract at its meeting on April 14, 2022.

The District Attorney's Office has reviewed and approved the third supplemental contract as to form.
