BACKGROUND: 

On December 20, 2016, the Board adopted the District Service Rules, codifying the various customer and regulatory resolutions dating back to 1956. The Service Rules provide a single document for customers to find the rules, rates, and charges for connecting to the publicly owned sewer system. Codifying the resolutions into a single document has benefitted both customers and staff by presenting the Service Rules in a contemporary language and in an organized format.

The proposed amendments to the Service Rules include clarifying language, and make certain changes to the Rates and Charges.  The changes being advanced include future reclaimed water sales and rates, and the institution of an administrative fee to process alternative sewer service applications.  Additionally, the proposed Service Rule changes include clarifications and amendments addressing the County’s initiative on affordable housing, as set forth in the Resolution of the County of Clark to Reduce Development Fees to Incentivize the Development of Affordable Housing, passed by the Board on March 16, 2021.  

A Citizen’s Advisory Committee (CAC) was convened to review the District operations and finances, and consider the Service Rule amendments.  The proposed changes follow the CAC’s recommendations.  The proposed amendments were introduced to the Board on May 3, 2022.

If adopted, Resolution 22-002 codifies the amended Service Rules effective on July1, 2022. This agenda item has been reviewed and approved by the District General Counsel.
