BACKGROUND:
On December 21, 2021, the Board approved a pre-qualified list of firms that were selected by an electronic Statement of Qualifications (eSOQ) process for the provision of Professional Services within the category of “Works - Wastewater Treatment”. Black & Veatch Corporation was selected from this list to provide engineering services for Project No. 21003, FWRC Membrane Fittings and Secondaries Blowers 1-8 Replacement.
The Membrane Building treats up to 20 million gallons per day (MGD) of secondary effluent at the Flamingo Water Resource Center (FWRC). It is one of two tertiary treatment processes used on East Campus. Elbows, tees, and bends within the system will be replaced with an alternative material, such as stainless steel. Updating the fittings and stem components in the membrane facilities will ensure the reliability of operations at the Membrane Building.
This project also includes replacement of the blowers at the West Campus Secondaries 1-8 Blower Building with single-stage centrifugal direct drive blowers, which offer key advantages over the existing geared blowers, including fewer moving parts and less maintenance. Work includes the installation of five (5) single-stage centrifugal direct drive blowers, installation of Variable Frequency Drives (VFDs), potential construction of new structural pads, modification of blower lines, and all electrical and HVAC work required for the blowers and VFDs.
Staff recommends that the Board approve and authorize the General Manager to sign an Agreement for Engineering Services with Black & Veatch Corporation to provide design, bid, and engineering services during construction of this project. Black & Veatch Corporation currently holds a Clark County business license.
Pursuant to Nevada Revised Statue 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding, and therefore, are exempt from the bidding requirements.
