The initial total aggregate Contract amount was $24,534,903.25. Amendment No. 1 to all providers increased the total aggregate Contract amount by $160,000. Amendment No. 2 to Dignity Health, dba St. Rose Dominican Hospitals, SNHD and UMC increased the total aggregate Contract amount by $225,290. Amendment No. 3 to SNHD had no fiscal impact. Amendment No. 4 to SNHD increased the total aggregate Contract amount by $112,645. This Amendment No. 2 to Access to Healthcare Network, Inc., Aid for AIDS of Nevada Inc., AIDS Health Care Foundation dba AHF Healthcare Center Las Vegas, UNLVSDM, Community Counseling Center, Community Outreach Medical Center, Golden Rainbow of Nevada, Inc., Horizon Ridge Clinic, LLC, John Phoenix APRN PLLC dba Huntridge Family Clinic, North Country Healthcare, Inc., Nye County and Southern Nevada AIDS Research and Education Society dba Nevada AIDS Research and Education Society and Amendment No. 3 to Dignity Health, dba St. Rose Dominican Hospitals and UMC and Amendment No. 5 to SNHD will increase the total aggregate Contract amount by $3,600,000, for a new total aggregate Contract amount of $28,632,838.25, should all renewal options be exercised. |
BACKGROUND:
On March 21, 2017, the Board of County Commissioners (Board) approved the award of RFP No. 604274-16 to Access to Healthcare Network, Inc. (NBE), Aid for AIDS Of Nevada Inc. (NBE), AIDS Health Care Foundation dba AHF Healthcare Center Las Vegas (NBE), Community Counseling Center (NBE), Community Outreach Medical Center (MBE), Golden Rainbow of Nevada, Inc. (NBE), Horizon Ridge Clinic, LLC (MBE), John Phoenix APRN PLLC dba Huntridge Family Clinic (SBE), North Country Healthcare, Inc. (NBE), Southern Nevada AIDS Research And Education Society dba Nevada AIDS Research and Education Society (NBE), Nye County (NBE), SNHD (NBE), Dignity Health, dba St. Rose Dominican Hospitals (NBE), (UMC) (NBE), UNLVSDM (NBE) in the total aggregate amount of $24,534,903.25 for Medical, Core and Support Services for HIV/AIDS Infected and Affected Clients in Las Vegas, Ryan White, Transitional Grant Area.
The following are the pertinent provisions of the Contract:
• The term of the Contract was from date of award through February 28, 2018, and included the option to renew for 4, one-year periods. There are no renewal options remaining.
• Included the County’s option to terminate for cause, convenience or default and suspend the Contract with advanced written notice.
Amendment No. 1 with all providers included enhanced outcomes and performance measures as it pertains to the clinical quality management requirements and reporting.
Amendment No. 2 with Dignity Health, dba St. Rose Dominican Hospitals, SNHD and UMC updated the scope of work (Exhibit A) requirements and service definitions to align with Federal grant requirements and enabled UMC to provide Early Intervention Services (consisting of targeting HIV testing services and access and linkage to HIV care and treatment services as well as outreach services and health education) and Dignity Health, dba St. Rose Dominican Hospitals to provide Medical Nutrition Therapy.
Amendment No. 3 with SNHD revised the Federal Grant requirements.
Amendment No. 4 with SNHD provided for Mental Health Services and Medical Nutrition Therapy.
This approval of Amendment No. 2 with Access to Healthcare Network, Inc., Aid for AIDS Of Nevada Inc., AIDS Health Care Foundation dba AHF Healthcare Center Las Vegas, Community Counseling Center, Community Outreach Medical Center, Golden Rainbow of Nevada, Inc., Horizon Ridge Clinic, LLC, John Phoenix APRN PLLC dba Huntridge Family Clinic, North Country Healthcare, Inc., Southern Nevada AIDS Research And Education Society dba Nevada AIDS Research and Education Society, Nye County, UNLVSDM; Amendment No. 3 with UMC and Dignity Health dba St. Rose Hospitals; and Amendment No. 5 with SNHD will provide for an extension of service through September 30, 2022 while a new Request for Proposal is being completed. The attached respective Amendment No. 2, 3 and 5 documents detail the modifications and costs involved.
Access to Healthcare Network, Inc., Aid for AIDS Of Nevada Inc., AIDS Health Care Foundation dba AHF Healthcare Center Las Vegas, Community Counseling Center, Community Outreach Medical Center, Golden Rainbow of Nevada, Inc., Horizon Ridge Clinic, LLC, John Phoenix APRN PLLC dba Huntridge Family Clinic, North Country Healthcare, Inc., Southern Nevada AIDS Research and Education Society dba Nevada AIDS Research and Education Society, Dignity Health, dba St. Rose Dominican Hospitals, currently hold a Clark County Business License. Nye County, SNHD, UMC, UNLVSDM, as government entities, are not required to have a Clark County Business License.
