BACKGROUND: 

Assembly Bill 81, enacted by the 2019 Nevada Legislature and signed by the Governor, creates the Board on Indigent Defense Services.  NRS 180.300 (7) provides that two members of the Board will be selected by the Clark County Board of County Commissioners and appointed by the Governor.  On July 16, 2019, the Clark County Board of County Commissioners selected Drew Christensen and Jeffrey M. Wells to serve on the Board on Indigent Defense Services and the Governor on September 25, 2019, appointed those individuals to a term on the Board expiring August 31, 2022. 

NRS 180.300 provides that each person appointed to the Board on Indigent Defense Services must have:
                     (a)                     Experience in providing legal representation to indigent persons who are charged with public                                                                offenses or to children who are alleged to be delinquent or in need of supervision;
                     (b)                     A demonstrated commitment to providing effective legal representation to such indigent persons;                                                                or
                     (c)                     Expertise or experience, as determined by the appointing authority, which qualifies the person to                                                                contribute to the purpose of the Board or to carrying out any of its functions.

It is recommended that the Board of County Commissioners present to the Governor the following individuals to serve an additional three year term on the Board:

Jeffrey M. Wells, Deputy County Manager
Drew Christensen, Director of the Office of Appointed Counsel

Previously both Jeffrey M. Wells and Drew Christensen served on the Supreme Court Indigent Defense Commission and currently serve on the Clark County Criminal Justice Coordination Council; both are well versed in the issues to be discussed by the Board of Indigent Defense Services.

Staff is directed to notify the Governor of the persons selected as nominees for the Board on Indigent Defense Services.
