BACKGROUND:
On December 21, 2021, the Board of County Commissioners approved a pre-qualification list to be used to select professional services providers for the period of January 1, 2022 through December 31, 2023. The WLB Group, Inc. (Corporation) was selected from the pre-qualification list category, [Services] Construction Management: Administration - Major, to provide construction management services and various safety improvements for the Clark County 215 Bruce Woodbury Beltway Widening between Craig Road and Grand Montecito Parkway project (Bid No. 606039-21).
Due to County Public Works’ present and anticipated project workload, the services of an outside consultant for project management are needed.
County staff negotiated the attached professional project administration and construction management services contract with The WLB Group, Inc. The contract describes the services to be provided and stipulated terms. The time of performance is effective to December 31, 2024, unless time extensions are granted. The project consists of improvements to the mainline beltway; upgrading to a 6-lane controlled access freeway with a closed median area on Centennial Parkway to Grand Montecito Parkway; median widening; signing and drainage improvements on Craig Road to Centennial Parkway; and overhead signing structures, lighting, and roadside protection at the Aliante Parkway interchange.
The WLB Group, Inc. currently holds a Clark County Business License.
Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.
The District Attorney’s Office has reviewed and approved the contract as to form.
