The annual estimate listed above is the aggregate total to be spent for all projects. The total Contract award is estimated in the amount of $3,143,600 should all renewal options be exercised, with increased user requirements included.

 

BACKGROUND: 

On April 18, 2022, Statement of Qualification (SOQ) No. 606161-22 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Qualification submittals were requested for nuisance property and building abatement services. 12 firms submitted Qualification Applications.

An Ad-Hoc Committee comprised of individuals from Clark County Administrative Services - Code Enforcement Division reviewed and evaluated the submittals and found 12 firms qualified. Attached is the list of qualified firms by respective lots. Since all firms will be solicited for quotes on all projects within their lot, the firms are listed in alphabetical order and not in any formal ranking. Once Code Enforcement determines low quote for each project, staff will issue a purchase order, which will become the binding contract for each project.

The following are the pertinent provisions of the qualification approval:
                     The term of the Qualified List shall be from date of award through June 30, 2023 and includes the option                      to renew for 4, one-year periods.
                     A qualification review period will be conducted annually in September. Additional firms will be added to                      the Qualified List(s) as they are qualified by Administrative Services - Code Enforcement and approved                      by the Purchasing and Contracts Division.
                     Includes the option to increase the award amount up to 20% based on possible increased user                      requirements for the renewal terms, based on approved budget appropriations.

The recommendation of award is in accordance with NRS 332.115.1, a discretionary award process is permissible because the County requires the services of some or all qualified providers of these services and, therefore, the contract is not, by its nature, adaptable to competitive bidding. Pursuant to internal policies and procedures, Clark County solicited these services through SOQ process.

All firms on the Qualified List and their listed sub-contractors currently hold a Clark County Business License.
