BACKGROUND:
On November 6, 2007, the Board adopted an agreement creating the Las Vegas Valley Watershed Advisory Committee (LVVWAC). This first amendment to the agreement was adopted by the Board on August 7, 2012, which reflected the withdrawal of the Clean Water Coalition as a member agency from the LVVWAC. The agreement has been amended and restated to reflect the implementation of the Las Vegas Wash Long-Term Operating Plan (LTOP), which results from the conclusion of the Las Vegas Wash Capital Improvements Plan (Wash CIP).
If approved, the attached amended and restated agreement will continue to provide a forum to develop a cohesive direction and an integrated approach to addressing the water quality issues in the Las Vegas Valley and Lake Mead. In order to maximize existing and future Colorado River and in-state water resources and protect its quality, the treatment, reuse, and discharge of water from point and non-point sources in the Las Vegas Valley must be recognized and managed as critical elements of southern Nevada's long-term water resource planning.
In addition, the amended and restated agreement provides for oversight of LTOP implementation, periodic review of the Regional Water Quality Plan, and a biennial report on LVVWAC accomplishments. The LVVWAC approved the LTOP on March 10, 2020. It includes 36 actions to continue implementation of the Las Vegas Wash Comprehensive Adaptive Management Plan and to safeguard assets built under the Wash CIP. It was also agreed to form a working group to assess the LVVWAC membership participation and LTOP funding methodology.
This amended and restated agreement is being entered into pursuant to NRS 318 and in accordance with NRS 277.180, the parties are authorized to enter into Interlocal Agreements to perform governmental functions and activities.
