BACKGROUND: 

The Safekey program is a before and after school recreation program for elementary and middle school aged children.  The Parks and Recreation Department currently operates the Safekey program at 87 school sites throughout Clark County.  Approximately 5,655 children are registered to participate in the Safekey program each school day. 

On July 16, 2019, the Board approved a similar interlocal cooperative agreement with the Clark County School District (CCSD) for Safekey snack services for the 2020/2021 school year.  During the 2021/2022 school year, the Clark County School District provided snacks for all 87 Safekey sites at no cost to the County.  Funding for this program was provided through the Cares Act. 

This school year’s agreement allows the Department of Parks and Recreation to contract with CCSD for the period beginning August 08, 2022, and ending on May 23, 2023, to provide a snack, including milk and juice, for each child attending the Safekey program.  An estimated 989,625 snacks will be served throughout the 2022/2023 school year.  Of these, approximately 11,375 of the snacks will be served under this agreement, at only (1) one school site this year, with costs recovered through Safekey program fees.  The remaining 86 Safekey sites will receive snacks at no cost to the County through an agreement with Three Square & Clark County Food Service, who in turn will recover their costs through a grant from the State of Nevada. 

Currently, the fee is Cost Plus 10% per snack based the snack being served.  This agreement does stipulate that CCSD retains the right to negotiate menu items or the price of snacks if costs escalate.

The District Attorney has reviewed and approved the Agreement as to form and staff recommends approval.
