BACKGROUND: 

Clark County Social Service (CCSS), serving as the Collaborative Applicant for the Southern Nevada Homelessness Continuum of Care (SNH CoC), requests that the Board of County Commissioners approve the submission of the application for Youth Homelessness Demonstration Program that is due on June 28, 2022 to the U.S. Department of Housing and Urban Development (HUD) to develop and implement a coordinated community approach to preventing youth homelessness and authorize the Administrator of Human Services or his designee to sign the grant documents and accept any funds awarded. CCSS also requests permission to establish a YHDP Lead through contracted professional services.  
This funding opportunity will allow the SNH CoC to support new and innovative projects specific to youth experiencing homelessness in Southern Nevada. The award will provide a minimum of $1 million plus a percentage of $72 million based on the youth demographics of our community compared to other selected communities including poverty rates and fair market rents.
Once awarded, the SNH CoC will have six months to create a coordinated community plan which will lead to a local HUD application process. This process requires a designation of YHDP Lead. Due to prior commitments and staffing limitations of all SNH CoC partners including CCSS, it is requested that a professional contract be approved pending award and pending recommendation by the SNH CoC Youth Working Group. The YHDP Lead will be responsible for ensuring that the community is in compliance with HUD YHDP designation expectations and that all YHDP requirements are met in a timely manner.
