BACKGROUND: 

On December 21, 2021, the Board of County Commissioners approved a pre-qualification list to be used to select professional service providers for the period of January 1, 2022 through December 31, 2023.  Horrocks Engineers, Inc. (Corporation) was selected from the pre-qualification list category, [Services] Engineering:  Subsurface Utility Engineering, to provide engineering services for the Subsurface Utility Engineering Various Clark County Public Works projects.

County staff negotiated the attached professional services contract with Horrocks Engineers, Inc.  The contract describes the services to be provided and stipulated terms.  The time of performance is effective to December 31, 2023, unless time extensions are granted.

Horrocks Engineers, Inc. currently holds a Clark County Business License.

Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.

The District Attorney’s Office has reviewed and approved the contract as to form.
