BACKGROUND: 

On November 8, 2021, the Clark County Department of Aviation (DOA) issued Request for Qualifications No. 21-024 (RFQ), for the purpose of selecting a firm to perform professional design services for Project at Harry Reid International Airport (Airport). In response to this RFQ, four firms provided qualifications submittals, and DOA evaluated these submittals in accordance with guidance provided by the FAA. As a result of this evaluation, DOA recommends Horrocks Engineers, Inc. (Company) for the Project.

The Project will design the reconstruction for Holding Pad 7 at Airport which consists of 110,000 square yards of deteriorated airfield pavement; the Project will also expand Holding Pad 7 by 55,000 square yards with new airfield pavement and reconstruct the airfield main gate for security enhancements.

In accordance with NRS 332.115.1(b), the services to be performed are professional in nature and therefore exempt from competitive bidding requirements.

FAA grant funds are anticipated to cover approximately 75% of the professional design services and construction costs for the Project.

This contract has been reviewed and approved as to form by the District Attorney's Office. Company currently holds a Clark County Business License.
