BACKGROUND: 

On September 9, 2021, the Regional Transportation Commission of Southern Nevada (RTC) approved Interlocal Contract No. 1321 for the RTC - Traffic Signal Maintenance project (Clark County Public Works Project No. PW.R262EFT) in the amount of $400,000.  RTC, in coordination with Clark County, City of Las Vegas, City of North Las Vegas, City of Henderson, City of Boulder City, and City of Mesquite (collectively "Member Entities"), intends to repair, replace and maintain traffic signal detection at various locations throughout Clark County.  The Board of County Commissioners approved this contract on October 5, 2021.

Currently, RTC's Freeway and Arterial System of Transportation (FAST) department is in contract with Las Vegas Electric (LVE), authorizing LVE to respond to emergency calls.  Interlocal Contract No. 1321 identified RTC as the lead agency and responsible party for all costs associated with the subject project, and approved Contract 19-047 entered between LVE and FAST of RTC that authorized LVE to make temporary and/or permanent repairs for the Member Entities.

The attached Supplemental No. 1 to Interlocal Contract No. 1321 increases total funds for additional engineering in the amount of $1,000,000, for a revised total contract value of $1,400,000, budgeted in RTC's Highway Improvement Acquisition Fund - Fuel Revenue Indexing for Fiscal Year 2023.  The contract time of performance is extended to December 31, 2027, unless further time extensions are granted.

RTC approved the interlocal contract at its meeting on July 14, 2022.

Each of the Member Entities is scheduled to approve the first supplemental contract at their respective Board/Council meetings.

The District Attorney's Office has reviewed and approved the first supplemental contract as to form.
