BACKGROUND:
On March 3, 2022, Request for Qualification (RFQ) No. 606010-21 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for qualified firms to provide medical, core and support services for HIV/AIDS infected and affected clients in the Las Vegas area.
Submittals were received from the following firms: Access to Healthcare Network, Inc., (NBE), Aid for AIDS of Nevada, Inc., (NBE), AIDS Healthcare Foundation (NBE), AE Insurance, LLC dba American Exchange (LBE), Board of Regents of Nevada System of Higher Education, University of Nevada Las Vegas (UNLV) School of Dental Medicine (SDM) (NBE), Community Counseling Center (NBE), Community Outreach Medical Center (NBE), Dignity Health (NBE), Equality Project dba Henderson Equality Center (NBE), Golden Rainbow of Nevada, Inc., (NBE), Horizon Ridge Wellness Clinic, Inc., (NBE), Impact Exchange (NBE), John Phoenix APRN, PLLC dba Huntridge Family Clinic (NBE), North Country Healthcare, Inc., (NBE), Nye County (NBE), Rogelio Machuca Family Medicine, PLLC (MBE), Southern Nevada AIDS Research & Education Society dba Nevada AIDS Research & Education Society NARES (NBE), Southern Nevada Health District (NBE), Sunrise Health Clinics, LLC (MBE), and University Medical Center of Southern Nevada Wellness Center (NBE).
An Ad-Hoc Committee comprised of 5 individuals from Clark County Social Service, City of Las Vegas Department of Neighborhood Services and State of Nevada's Office of HIV reviewed and evaluated the submittals. After the evaluation, the Ad-Hoc Committee ranked the firms in order found in the attached Ranking Summary for Conceptual Treatment of Project Work Plan Categories.
The Ad-Hoc Committee agreed that the Providers listed in the Ranking Summary attachment were the best qualified firm to be selected for the project.
Contracts/Agreements were negotiated for core medical support for HIV/AIDS infected clients.
The following are the pertinent provisions of the Contracts/Agreements:
• The term of the Contracts/Agreements is from October 1, 2022 through February 28, 2023 and includes the option to renew for 2, one-year periods.
• Includes the County’s option to terminate for cause, convenience or default and suspend the Contracts/Agreements with advanced written notice.
The recommendation of award is in accordance with NRS 332.115.1, a discretionary award process is permissible because the County requires the services of some or all qualified providers of these services and, therefore, the contract is not, by its nature, adaptable to competitive bidding. Pursuant to internal policies and procedures, Clark County solicited these services through RFQ process.
Access to Healthcare Network, Inc., Aid for AIDS of Nevada, Inc., Community Counseling Center, Community Outreach Medical Center, Dignity Health, Golden Rainbow of Nevada, Inc., Impact Exchange and North Country Healthcare, Inc., currently hold a Clark County Business License.
Board of Regents of Nevada System of Higher Education, University of Nevada Las Vegas (UNLV) School of Dental Medicine (SDM), Nye County, Southern Nevada Health District, and University Medical Center of Southern Nevada are government agencies and do not require a Business License.
The Business License Department has determined that a Clark County Business License for AIDS Healthcare Foundation and John Phoenix APRN, PLLC dba Huntridge Family Clinic is not required for this effort.
