BACKGROUND: 

On July 8, 2021, the Regional Transportation Commission of Southern Nevada (RTC) approved Interlocal Contract No. 1299 in the amount of $200,000 for the "Trail Maintenance Volunteer Coordination - Fiscal Year 2022-2024" project to contract with Outdoors Las Vegas Foundation d/b/a Get Outdoors Nevada, to coordinate the work of volunteers in the performance of trail maintenance for Clark County (Clark County Department of Public Works Project No. PW.R00196D), City of Las Vegas, City of North Las Vegas, City of Henderson, City of Boulder City, and City of Mesquite (collectively "Member Entities").  The Board of County Commissioners approved this contract on August 3, 2021.  The contract was inadvertently numbered as No. 1297.

The original interlocal contract provided funds from RTC to the Member Entities, which each agreed to allow the RTC to coordinate the work of volunteers in the performance of trail cleanup and identify maintenance issues to be addressed by each participating Member Entity.  The contract's time of performance was made effective to June 30, 2024, for the work unless time extensions granted; and renewable if Member Entities desire to maintain the service.

The attached Supplemental No. 1 to Interlocal Contract No. 1299, illustrates the Member Entities exercising its option to renew for another year for the above-mentioned services.  This supplemental contract allocates $200,000 for Fiscal Year 2023, which is budgeted in RTC's Highway Improvement Fund for Fiscal Year 2023.

RTC approved the interlocal contract at its meeting on August 11, 2022.

Each of the Member Entities is scheduled to approve the interlocal contract at their respective Board/Council meetings.

The District Attorney's Office has reviewed and approved the supplemental contract as to form.
