BACKGROUND: 

The District's Service Rules and the regional design and construction standards have always established that sewer laterals are owned, maintained, repaired, and replaced by the respective property owner. In 2019, this Board approved a three-year pilot program, for the purpose of (1) assisting single family residential customers with the cost of making repairs to their laterals in the area of the public right-of-way or public easements, and (2) determining whether such a program is viable and effective in supporting the District in the successful collection and treatment of its customer's wastewater. The pilot program has seen some success, and so the District desires to extend the program for another 3 years.

Staff recommends that the Board approve the extension to the Pilot Program for District Participation in the Cost of Repairs for Certain Residential Laterals.
