BACKGROUND:
On December 21, 2021, the Board of County Commissioners approved a pre-qualification list to be used to select professional service providers for the period of January 1, 2022 through December 31, 2023. Horrocks Engineers, Inc. (Corporation) was selected from the pre-qualification list category, [Service] Highway Engineering - Urban Arterial Design, to provide design engineering services for the Rainbow Boulevard between Blue Diamond Road and Clark County 215 Beltway project.
County staff negotiated the attached professional engineering services contract with Horrocks Engineers, Inc. The contract describes the services to be provided and stipulated terms. The time of performance is effective to July 31, 2025, unless time extensions are granted. The project improvements include, but not limited to, hot mix asphaltic concrete pavement providing six travel lanes, raised medians, curbs, gutters, sidewalks, streetlighting, traffic signals and relocations, traffic control devices, pavement markings, intersecting streets, Intelligent Transportation System infrastructure, storm drain improvements, horizontal and vertical transitions, and related appurtenances necessary to make a good, complete, and serviceable project.
Horrocks Engineers, Inc. currently holds a Clark County Business License.
Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.
The District Attorney’s Office has reviewed and approved the contract as to form.
