BACKGROUND: 

D.R. Horton is developing property located at the southwest corner of Decatur Boulevard and Serene Avenue. To ensure adequate sewer service to the proposed development, D.R. Horton has agreed to participate in a Bolstering Main Line Extension Agreement (Bolstering Agreement) in accordance with the District's Service Rules, Section 1.6.3 and NRS 338.0115.

The Decatur Serene Offsite Sewer project will consist of constructing approximately five thousand eight hundred eighty-five (5,885) lineal feet of twelve (12) inch diameter sewer pipeline and appurtenances in the Serene right-of-way to Valley View Boulevard. The developer’s project requires 1,942 lineal feet of pipeline to be installed under District Service Rules, and staff recommends the District bolster the other 3,943 lineal feet of pipeline under the developer’s project.  The District portion of the project will provide the necessary 12-inch diameter backbone pipeline to effectively serve the future infrastructure planning options for the area.

The District's cost participation for the Bolstering Agreement is based on the lowest of the three (3) bids received by D.R. Horton for the work. As stipulated in the Bolstering Agreement, the District will pay D.R. Horton. one million seven hundred eighty-three thousand one hundred seventy- three dollars and three cents ($1,783,173.03) following the completion of the installation, and acceptance by and transfer of ownership to the District.

Staff recommends that the Board authorize the General Manager to sign the Bolstering Agreement between D.R. Horton and the District for the Decatur Serene Offsite Sewer project.
