BACKGROUND:
On May 4, 2021, the Board of County Commissioners approved the contract award of Bid No. 605758-20 in the amount of $52,425,000, to Fisher Sand and Gravel Co. (the "Contractor"), for "The Laughlin-Bullhead City Bridge Needles Highway in Laughlin to S.R. 95, Bullhead City, Arizona" project, for construction of a five-span 724-foot-long prestressed concrete girder bridge over the Colorado River between Laughlin, Nevada and Bullhead City, Arizona; a 3.5 mile two-lane approach roadway in Nevada from Needles Highway to the Colorado River Bridge; and a 0.2 mile approach roadway in Arizona from the western terminus of the Bullhead Parkway, west of S.R. 95, to the Colorado River Bridge.
Change Order No. 1 for $2,036,426 increases the total project funding to $54,461,426, providing additional funds for the roadway embankment and a location for the sand disposal resulting from the Contractor performing borrow excavation for the Arizona approach and identifying a potential issue with using the sand material from the Colorado River Center pond excavation as roadway embankment material. Through meetings and site visits with the designer and geotechnical engineers for the project, the material was determined to be unsuitable for the roadway embankment construction. The Contractor located a suitable source for the roadway embankment and a location for the sand disposal. By modifying the plans, the total quantity of sand generated at the pond location was reduced to 64,269 cubic yards of export. The noise berm will be constructed using the pond excavation material and the remainder of the borrow material will be imported for the Arizona approach.
The additional funding includes all costs for mobilization, demobilization, quality control testing and inspection, pond excavation and disposal, constructing noise berm from Colorado River Center pond material, load and haul suitable material, cost of the import material, disposal costs for the sand, and finish grading.
Fisher Sand and Gravel Co. currently holds a Clark County Business License.
