BACKGROUND:

The Regional Transportation Commission of Southern Nevada (RTC) has approved Interlocal Contract No. 3069 and budgeted funding for the Spencer Greenway Trail project in RTC's Highway Improvement Fund for Fiscal Year 2023.  RTC completed a study in 2017, which identified a need for pedestrian and bicycle improvements between Downtown Las Vegas and the University of Nevada, Las Vegas (UNLV).

The attached Interlocal Contract No. 3069 allocates funds for the Spencer Greenway Trail project consisting of improvements to the aesthetics along the 2.5 mile stretch of a NV Energy transmission corridor known as the "Spencer Utility Corridor."  The corridor is parallel to and located half a mile east of Maryland Parkway between Katie Avenue and Charleston Boulevard.  The County has requested funding for NV Energy to consolidate the power lines within the Spencer Utility Corridor.  The contract's time of performance is effective to December 31, 2027, unless time extensions are granted.

RTC approved the interlocal contract at its meeting on October 13, 2022.

The District Attorney's Office has reviewed and approved the interlocal contract as to form.
