BACKGROUND: 

On July 21, 2020, the Board of County Commissioners passed, adopted, and approved the Resolution to Donate a County Owned Vacant Parcel of Land to Family Promise of Las Vegas (FPLV) for The Family Promise of Las Vegas Family Navigation Center, approving the donation of a vacant real property located at 3110 East Twain Avenue, Las Vegas Nevada, bearing APN 162-13-607-002 to FPLV, a non-profit corporation.

The Property was acquired by Clark County pursuant to a tax trustee deed under NRS 361.585, and subsequently conveyed to CCSS pursuant to a County Treasurer Trustee Deed under NRS 361.603. The County intends to provide CDBG grant assistance as approved by the Board on May 5, 2020, which such funds will ultimately be used to construct the Project. Donation of the Property will allow for the development of the Project and will become a positive addition to the community. In accordance with NRS Chapter 244.189, the County may exercise such powers not in conflict with the provisions of NRS or other laws or regulations of this state, as the board determines are necessary and proper for the development of affordable housing.

The amended Resolution is intended to add certain land donation stipulations which includes a deed restriction that the property will be used in perpetuity by a non-profit entity as a facility offering community and support services to economically disadvantaged individuals and families of Clark County as well as noting the Quiet Title Action has been received on August 11, 2022.

This item was approved by the County Long Range Planning Committee on October 12, 2022 and as to form by the District Attorney's office.
