BACKGROUND:
On December 21, 2021, the Board of County Commissioners approved a pre-qualification list to be used to select professional service providers for the period of January 1, 2022 through December 31, 2023. Jacobs Engineering Group Inc. (Corporation) was selected from the pre-qualification list category, [Service] Highway Engineering - Urban Arterial Design, to provide engineering services for the Spring Mountain Road between Rainbow Boulevard and Aldebaran Avenue project.
County staff negotiated the attached professional engineering services contract with Jacobs Engineering Group Inc. The contract describes the services to be provided and stipulated terms. The time of performance is effective to December 31, 2025, unless time extensions are granted. The project includes, but not limited to, hot mix asphaltic concrete pavement providing a minimum of five travel lanes, pavement rehabilitation, Americans with Disabilities Act upgrades, intersection grading evaluations and improvements, storm drainage improvements, curbs, gutters, sidewalks, streetlighting and light-emitting diode upgrades, traffic signals modifications and upgrades at all existing signalized intersections, Intelligent Transportation Systems infrastructure, new signage replacements, utility modifications and relocations, traffic control devices, pavement markings, horizontal and vertical transitions, pavement rehabilitation for approximately 600 feet on major side streets and to the end of curb return on minor side streets, sight distance evaluations and improvements at major intersections and adjacent driveways, and related appurtenances necessary to make a good, complete, and serviceable project.
Jacobs Engineering Group Inc. currently holds a Clark County Business License.
Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.
The District Attorney’s Office has reviewed and approved the contract as to form.
