BACKGROUND:

On December 21, 2021, the Board of County Commissioners approved a pre-qualification list to be used to select professional services providers for the period of January 1, 2022 through December 31, 2023.  VTN Nevada (Corporation) was selected from the pre-qualification list category, [Services] Construction Management - Administration-Major, to provide construction management services for the Fairgrounds Detention Basin and Outfall System project (Bid No. 605594-21).

Due to County Public Works’ present and anticipated project workload, the services of an outside consultant for project management are needed.  County staff negotiated the attached professional engineering services contract with VTN Nevada.  The contract describes the services to be provided and stipulated terms.  The time of performance is effective to December 31, 2024, unless time extensions are granted.

VTN Nevada currently holds a Clark County Business License.

Pursuant to the Nevada Revised Statute 332.115(1)(b), contracts for professional services are not adapted to award by competitive bidding and, therefore, are exempt from the bidding requirements.

The District Attorney’s Office has reviewed and approved the contract as to form.
