BACKGROUND: 

The Percent for the Arts Program and associated Art Fund were established July 17, 2012.  The Clark County Board of County Commissioners (BCC) approved the initial Clark County Arts Plan (Arts Plan) on December 4, 2012 and authorized the apportionment of monies from the Room Tax Collection Commission and Special Ad Valorem Capital Projects Tax to begin January 1, 2013.

Excerpt from ordinance 2.90.020 reads, "(a) There is hereby established a program for funding works of art and artistic programs and projects to be known as the Percent for the Arts Program.  Under the program, the board of County Commissioners shall apportion to the County Arts Fund an amount equal to not less than five percent from the Room Tax collection Commission (RTCC) that is received annually into the County General Fund and not less than five percent of the County's share of the Special Ad Valorem Capital Projects Tax.  The combined amount apportioned annually for the program shall not exceed $1.25 million.  This apportionment of monies to the County Arts Fund shall begin on January 1, 2013."

(b) In addition to the annual apportioned pursuant to subsection (a) of this section, the board of County Commissioners may make additional annual appropriations to the County Arts Fund.
