Federal Grant for HIV/AIDS Assistance

Additional Comments:

The total annual cost for both positions shall start at $246,447.00 including salary and benefits. The Senior Management Analyst position will be supported at 25% through grant funding from Ending the HIV Epidemic (EHE) and at 75% from Ryan White Part A. The Management Analyst I/II position will be supported at 100% through grant funding from Ending the HIV Epidemic (EHE).

 

BACKGROUND: 

For more than 15 years, Clark County Social Service has been the grant recipient of the Ryan White HIV/AIDS Program - Part A (RWHAP-Part A) grant from the Health Resources and Services Administration (HRSA).  In 2020, Clark County was also awarded Ending the HIV Epidemic, a five-year grant/cooperative agreement, also from HSRA.  EHE is a bold and ambitious initiative to reduce the number of new HIV infections in the United States by 90% by 2030. The plan leverages critical scientific advances in HIV prevention, diagnosis, treatment, and outbreak response by coordinating the highly successful programs, resources, and infrastructure. Phase 1 of the initiative (2020-2025) is focused in 57 regions hardest hit by the HIV epidemic and Clark County, Nevada is one of these priority jurisdictions.

With the receipt of this funding has come new emphasis on developing innovative programs and solutions designed for needs specific to the Clark County area.  This has created a need for additional staffing at the Office of HIV to provide appropriate oversight of key EHE strategies, develop and implement initiatives in alignment with existing HIV services, and ensure a seamless system of client-centered HIV care.  

The Management Analyst I/II position will serve in the capacity as Rapid stART Coordinator and will be supported 100% by EHE funds. This is a Limited Perm position. | Rapid stART (RS), a key strategy of Clark County's EHE plan, aims to increase individuals’ awareness of their HIV status, and if needed, facilitate early access to the health care system. Early antiretroviral treatment (ART) is key to better health outcomes and prevention of HIV transmission. RS consolidates the diagnosis, initial assessment and counseling, medical evaluation, and ART prescription in one day. The primary goal of same-day referral is early linkage to a medical provider for evaluation and early initiation of ART. | This position shall be responsible for implementation, oversight and support of the community-wide RS Response Team; facilitation of regular meetings & technical assistance with RS providers, RS advisory groups, other RS stakeholder groups; coordination of training for RS agencies with the Pacific AIDS Education & Training Center-NV; oversight of Newly Diagnosed University; recruitment and onboarding of new RS sites, including orientation on the RS data module; oversight of RS marketing and manual development contracts; follow-up with RS clients; and RS-related scope of work development.

The Senior Management Analyst position shall be shared between the EHE (25%) and RWHAP-Part A (75%) funding sources. This is a Limited Perm position. | This position shall be responsible for implementation of contracts and new services/initiatives; review and coordination of Management Analyst staff work; development/facilitation of training plans for new staff in Management Analyst functions; support to the Grant Administrator with purchasing and program development related duties such as scope of work development and procurement activities; federal reporting; providing guidance to Part A Management Analyst staff, EHE Coordinator, and Rapid stART Coordinator to facilitate alignment among Part A and EHE services and objectives and to facilitate coordination of support to subrecipient agencies related to technical assistance, training, problem-solving, service delivery and compliance; serving as secondary point of contact for Planning Council, consumers, subrecipients, consultants, contractors, community partners, and HRSA; overseeing and managing data management system, CAREWare; guiding the Clinical Quality Management (CQM) program and collaborating with the CQM Management Analyst and CQM Committee to ensure alignment of goals among the Part A and EHE programs
