Air Quality Maintenance and Attainment Planning Support

The total Contract is estimated in the amount not-to-exceed $1,172,370 should all renewal options be exercised.

 

BACKGROUND: 

This Contract is to assist with the preparation and finalization of documents and analyses that will be necessary components of the 1987 PM10 NAAQS Maintenance and 2015 O3 NAAQS Moderate Attainment plans. These plans will be submitted to the State of Nevada and U.S. Environmental Protection Agency (EPA) as revisions to the Nevada State Implementation Plan, thereby ensuring that the quality of the air in Clark County meets National Ambient Air Quality Standards (NAAQS).

A Fiscal Directive No. 6, Competitive Bidding Exception, was approved because RTP Environmental Associates Inc (LBE) has worked with Clark County’s Department of Environment and Sustainability in the past on air quality projects, and the continuity of service would be lost if a new vendor had been sought out.

The following are the pertinent provisions of the Contract:
                     The term of the Contract is from date of award through December 31, 2023, with the option to renew for                      one one-year period.
                     Includes the County’s option to terminate for cause, convenience or default and suspend the Contract with                      advanced written notice.

The recommendation of award is in accordance with NRS 332.115.1 (b), the Competitive Bidding Process is not required as the services to be performed are professional in nature.

RTP Environmental Associates Inc currently holds a Clark County Vendor Registration.
