BACKGROUND: 

Clark County Social Service (CCSS) requests that the Board of County Commissioners ratify the submission of the Southern Nevada Homelessness Continuum of Care (SNH CoC) Unsheltered NOFO Planning Project (Unsheltered Planning Project), a 2022 new grant application for the Southern Nevada Homelessness Continuum of Care Unsheltered NOFO consolidated grant application due October 20, 2022, to HUD; authorize the Administrator of Human Services or his designee to sign the grant award; accept any grant funds awarded; and authorize the creation of one (1) Grants Coordinator, two (2) Part Time Hourly Management Assistants or equivalent positions, contingent on grant award. The Unsheltered Planning project was written in response to the 2022 Supplemental to Address Unsheltered and Rural Homelessness (Unsheltered NOFO) for the CoC. This is a 36-month project with an anticipated start date in 2023 and going through 2026.

The HEARTH Act of 2009 is the reauthorization of the McKinney-Vento Act, the Federal legislation that is funding homeless services under HUD.  With the implementation of the HEARTH Act, there is an opportunity for CoCs to request funds to expand regional coordination efforts to support efforts to end homelessness through submission of a CoC planning project for inclusion in the consolidated application submission to HUD. In July of 2022, HUD released the Continuum of Care Supplemental to Address Unsheltered and Rural Homelessness (Unsheltered NOFO) and will provide funding to organizations working to address unsheltered homelessness across Southern Nevada and allows for the submission of an additional planning grant project to support these projects. The CoC 2022 Unsheltered Planning Project intends to provide support for CoC-wide coordination of capacity building activities including training, monitoring of projects, and technical assistance to local CoC Unsheltered NOFO funded recipients. This is the 1st application for the Unsheltered NOFO Planning Project.

Of the total grant award approximately $485,250 is budgeted across thirty-six (36) months for personnel and fringe benefit costs for one (1) Management Analyst (C29) and two (2) Part Time Hourly Management Assistants to assist in the support of all organizations and implementation of all services related to this funding opportunity.

CCSS is applying for $420,000 for thirty-six (36) months of services. Clark County will provide a match of $105,000 in cash match from the Clark County General Fund. This grant application was incorporated into the 2022 Southern Nevada CoC Unsheltered NOFO consolidated application that was submitted on October 20,2022 to HUD.  Due to time constraints with the application and recommendation timeline, the application is being submitted for ratification after submission.
