The original contract was funded at an estimated annual amount of $275,000. An annual escalation of 10% will be allocated and spent based on approved budgets.

 

BACKGROUND: 

Aveva (formerly Wonderware) is the software used for the operation of the District’s Supervisory Control and Data Acquisition (SCADA) systems, which allows for the remote monitoring and control of the District’s collection system lift stations and wastewater treatment facilities in all of the District’s service areas. The District’s continued ability to purchase and maintain this software minimizes the possibility of environmental, health and safety issues to the community resulting from a malfunction of District facilities. Under the proposed amendment, the District may purchase additional licenses, SCADA workstations, other equipment, and associated software and services.

During the term of this contract, more automated systems and interfaces have been added by the District. This includes mobile devices and software that will replace paper and clipboards for Operators, as well as equipment and software that allows "live streaming" of video from remote locations to the SCADA workstation screens. Over the next few years, the District will be constructing additional facilities to increase capacity at the Flamingo Water Resource Center, driving the need for additional software and licenses to monitor the new automated equipment. Additionally, the District has planned for more live video enabled lift station feeds to SCADA for remote service areas as part of the District’s on-going safety improvement effort.

On July 18, 2017, this Board approved the award of District CBE No. 170045 to Standard Automation & Controls, LP dba Wonderware West for Wonderware Software, Hardware, Maintenance and Technical Support Services. Amendment No. 1, entered on September 28, 2021, reflects the software name and maintenance model change. On December 19, 2022, the District approved the assignment of contractual rights from Standard Automation and Controls, LP dba Wonderware West to Q-Mation, Inc. dba Wonderware North.

Staff recommends that the Board approve and authorize the General Manager to sign Amendment No. 2, which provides for a revised Scope of Services and Fee Schedule, a price escalation not to exceed 10% for each year of the contract term, and annual term renewals for so long as the software is being used. Staff will submit an annual report detailing incurred expenditures. Amendment No. 2 is attached.

In accordance with NRS 332.115(1)(g),(h), (i) and (j) the competitive bidding process is not required because the purchase is for computer hardware and software, maintenance and support for computer hardware and software, and equipment containing computer hardware and software. Clark County Business License has determined that Q-Mation, Inc., dba Wonderware North (LBE) does not require a business license or a business registration.
