BACKGROUND: 

Following the onset of COVID-19 and the receipt of federal grant funds, the County engaged the community to determine the impacts of the pandemic as well as the immediate and long-term recovery needs.  The engagement process included community meetings, a grant application site, and interviews with a variety of community stakeholders and local government representatives. 

Moapa Valley Water District submitted applications for economic development and water improvements. The program objectives include economic development through streetscape and water line improvements in Overton's downtown commercial district. The water line improvements replace existing, failing lines, improving overall water reliability for businesses and fire suppression use. Additionally, the streetscape improvements include landscaping planters, irrigation improvements, crosswalk features, pedestrian safety devices, bike safety lanes, side parking, and pavement re-striping.

At the Board of County Commissioners Meeting on November 1, 2022, an overall amount of $2,213,474 was approved for use by the Moapa Valley Water District. An amount of $1,489,850 was awarded for water line improvements and $723,624 was awarded for streetscape improvements; however, due to loss of funding, an additional $250,000 is required, for a total award of $973,624 for streetscape improvements.

Pursuant to NRS 244.1505, the County Manager or his/her designee has executed the required interlocal agreements with Moapa Valley Water District, the governmental entity applicant. Staff recommends approval of the interlocal agreement between Clark County and Moapa Valley Water District.
