BACKGROUND: 

On April 8, 2021, The Clark County HOME Consortium, which consists of unincorporated Clark County and the City of North Las Vegas, received notice that $14,773,850 had been allocated through the US Department of Housing and Urban Development HOME-American Rescue Plan (HOME-ARP) program. The Clark County HOME Consortium is required to submit a HOME-ARP Allocation Plan to HUD by March 31, 2023.

The proposed HOME-ARP Allocation Plan establishes priorities and provides information on activities that will be funded by HOME-ARP. The HOME Consortium was awarded $14,773,850 for eligible projects, for which eligible categories include Production or Preservation of Affordable Housing, Tenant Based Rental Assistance (TBRA), Supportive Services, Acquisition and Development of Non-Congregate Shelter (NCS), Admin & Planning, and Capacity Building Assistance.

These funds are specifically required to be allocated to assist certain qualifying populations (QPs). These QPs include: 1. Homeless, as defined in section 103(a) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11302(a)); 2. At-risk of homelessness, as defined in section 401(1) of the McKinney-Vento Homeless Assistance Act (42 U.S.C. 11360(1)); 3. Fleeing, or attempting to flee, domestic violence, dating violence, sexual assault, stalking, or human trafficking, as defined by the Secretary; 4. In other populations where providing supportive services or assistance under section 212(a) of the Act (42 U.S.C. 12742(a)) would prevent the family’s homelessness or would serve those with the greatest risk of housing instability; and 5. Veterans and families that include a veteran family member that meet one of the preceding criteria.

Based on substantial consultation with the community, in particular the Southern Nevada Homelessness Continuum of Care (CoC), as required by HUD, and review of housing demand and supply for the QPs, the Clark County HOME Consortium will focus its funds on the production or preservation of affordable housing ($8,864,310), supportive services ($3,693,463), and admin/planning ($2,216,077).
