BACKGROUND: 

On September 21, 2010, the Board approved an Interlocal Agreement between Clark County and the Clark County Water Reclamation District (District), wherein the District performs certain water quality planning functions on behalf of the County, including responsibilities related to the Clark County 208 Area-Wide Water Quality Management Plan required by the Federal Clean Water Act and NRS Chapter 244A.

The Nevada Division of Environmental Protection (NDEP) notified the District of the NDEP 604(b) Water Quality Management Planning Grant available for furthering water quality planning functions and requested that the District submit a work plan rather than an application for the grant. The District submitted a work plan to NDEP on December 28, 2022, and NDEP approved the work plan on February 2, 2023 and provided the attached Sub-Grant Agreement. There are no matching fund requirements to this grant.

The District, on behalf of Clark County, proposes to utilize 604(b) funding to bring in an external consultant. The consultant will work collaboratively with Clark County Water Quality staff to evaluate the existing status of the 208 Plan across metropolitan and rural Clark County planning areas and establish a framework for a unified watershed-based approach to future water quality planning efforts. Work plan topics to be evaluated include, but are not limited to, the following: (1) Aligning multi-agency functions in future 208 planning; (2) Incorporating equity, environmental justice, and climate considerations into 208 planning; (3) Evaluating effective approaches of 208 Planning in similar metropolitan areas; (4) Leveraging interagency functions to enhance characterizing and documenting the quality of waterbodies and pollution related impacts on human health and the environment; (5) Developing strategies and plans to protect high-quality waters and to restore degraded waters; and (6) Enhancing collaboration among key stakeholders.
