BACKGROUND: 

Clark County is eligible to receive FY 2023 ESG program funds in the amount of $707,992 from the U.S. Department of Housing and Urban Development (HUD).  The objective of these funds is to engage homeless individuals and families, improve the number and quality of emergency shelters, aid in the operation of those shelters, provide essential services to shelter residents, rapidly rehouse homeless individuals and families by helping those persons regain stability in permanent housing, and to prevent homelessness.

In response to the solicitation for proposals, nine (9) project applications were received totaling a funding request of $1,101,478.85.  On February 21, 2023, an ad hoc committee consisting of members of the Community Development Advisory Committee (CDAC) and Continuum of Care Evaluation Work Group (CoC EWG) determined the ESG allocation recommendations as well as contingency plans for official funding discrepancies. These recommendations were accepted and ratified by the full Community Development Advisory Committee on February 21, 2023.

The Board of County Commissioners has the final authority over the allocation of these funds, subject to the County meeting federal requirements.  The allocations approved by the Board of County Commissioners will be incorporated in the FY 2023 HUD Action Plan.  This agenda item allows the County Manager or his designee to approve and sign necessary agreements for the ESG program.
