BACKGROUND: 

The Clark County Department of Aviation (DOA) holds an approved Project Labor Agreement (PLA) between
Clark County (Owner) and signatory unions for the DOA's Capital Improvement Program (CIP).

In accordance with Article II, Section I of the PLA, the Owner may select a CIP project, in addition to those
already identified, to be added to the PLA based on one or more factors, including, but not limited to: complexity
of the work, unique construction processes, time constraints, operational constraints, stability of the project,
adequate supply of skilled labor, and security requirements. Accordingly, the following three CIP projects are
proposed to be included in the PLA:

• Project 3031 - Power Improvements at LAS - On-Site
• Project 3039 - Reconstruct Runway, Taxiway, and Apron at U08 (Perkins Field Airport)
• Project 3080 - Outbound Baggage Sortation and Make-up Improvements at LAS, Terminal 1

All procedures and advertising will be conducted pursuant to the provisions of the PLA.
