Authorization to execute an Amended MOU

BACKGROUND: 

The BLM was designated by the Department of Interior to be a joint lead agency with the Federal Aviation Administration for the environmental review of the SNSA pursuant to the National Environmental Policy Act (NEPA, 42 U.S.C. Sec. 4321 et seq.).  In addition, through the Federal Lands Policy and Management Act, BLM has a responsibility to consult with local governments to assure that both BLM and local governmental policies, plans, and programs are as consistent as practicable. 

On March 1, 2011, the Board of County Commissioners authorized an MOU between the Clark County Department of Aviation (DOA) and BLM for the purpose of enhancing communication and consultation in regard to managing federal lands near the SNSA; thereby identifying, addressing, and resolving potential conflicts between future SNSA construction and operations and other proposed land uses. Staff recommends authorization and approval of the MOU to ensure continued coordination between the DOA and BLM.

This Amended MOU was drafted in accordance with the aforementioned requirements and shall supersede the previous MOU.
