BACKGROUND: 

This Competitive Bidding Exception is for the purchase, installation and implementation of improvements to the Card Access Control (CAC) system with Johnson Controls, Inc. (Company), the current provider of CAC maintenance for the Clark County Department of Aviation. The CAC is a critical part of the Airport Security Plan at Harry Reid International Airport. The system includes over 2,700 access points.

These improvements will ensure compatibility with the upgraded Identity Management System and will employ updated encryption and security features. 

The term of the project is from date of award through installation and implementation, which is anticipated to be 12-18 months.

In accordance with NRS 332.115.1(c), the additions to and repairs and maintenance of equipment may be more efficiently added to, repaired or maintained by a certain person; (d), the equipment which, by reason of the training of the personnel or of an inventory of replacement parts maintained by the local government is compatible with existing equipment; (i) the maintenance and support for: (1) hardware and associated peripheral equipment and devices for computers; and (2) software for computers; and  (j), the equipment contains hardware or software for computers; and is therefore exempt from competitive bidding requirements.

Company currently holds a Clark County Business License.
