BACKGROUND:
Bid No. 606165-22, for Carey Avenue - Nellis Boulevard to Toiyabe Street was advertised on December 29, 2022 and opened on February 23, 2023. The Bid amounts are as follows:

Las Vegas Paving Corporation (NBE) $26,300,000
This Contract is for improvements to Carey Avenue from Nellis Boulevard to Toiyabe Street. Project improvements include roadway widening from two to four lanes between Nellis Boulevard and Christy Lane. A new four-lane roadway will be constructed from Christy Lane to Toiyabe Street. A new Carey Avenue and Toiyabe Street intersection will be constructed.
Roadway improvements to Carey Avenue from Nellis Boulevard to Toiyabe Street include improvements to cross streets at Betty Lane, Bledsoe Lane, Christy Lane, Sloan Lane, and Toiyabe Street. The work consists of excavation, placement of embankment, aggregate base, and asphalt roadway surface.
Concrete improvements consist of constructing curb and gutter, sidewalk, sidewalk ramps meeting current Americans with Disabilities Act (ADA) standards, median islands, concrete cross gutter, concrete residential driveways, and concrete commercial driveways. New fencing includes concrete and concrete masonry unit retaining walls, chain link fences and gates, and Air Force security fence and gates.
Traffic improvements include modifying the traffic signal at the intersection of Carey Avenue and Nellis Boulevard. Additional improvements include installing guardrail and barrier rail, Intelligent Transportation System (ITS), interconnect system, streetlights, pavement markings, and roadway signing.
Drainage improvements consist of constructing a new storm drain system, demolishing the existing Sloan Channel, and constructing a closed drainage structure beneath the proposed Toiyabe Street intersection with Carey Avenue.
Utility relocations include relocations of NV Energy distribution poles.
Improvements on Betty Lane include resurfacing and widening Betty Lane from Carey Avenue to approximately a quarter mile north of Carey Avenue, near the northernmost driveway into the City of North Las Vegas wastewater facility.
The following are the pertinent provisions of the Contract:
• The Contractor shall complete the entire work within 360 calendar days from the date specified in the Notice to Proceed.
• Includes the standard termination for cause within 7 business days and termination for convenience language as in all public works efforts of this type.
The recommendation of award is in accordance with NRS 338.1385.5, a public body or its authorized representative shall award a contract to the lowest responsive and responsible bidder.
Las Vegas Paving Corporation currently holds a Clark County Business License.
