The award amount listed above is the total to be spent for all Contracts annually for a total aggregate amount of $2,000,000 should all renewal options be exercised.

 

BACKGROUND: 

On January 30, 2023, Statement of Qualification (SOQ) No. 606429-22 was advertised on the Clark County Purchasing website and in the Las Vegas Review Journal. Submittals were requested for Consulting Assessment, and Abatement Monitoring Services for Asbestos, Mold, Lead Containing/Lead Based Paint and Indoor Air Quality.

Submittals were received from the following firms: Dominion Environmental Consultants NV, Inc. (SBE), Nova Geotechnical and Inspection Services, LLC dba Universal Engineering Sciences (NBE), Stearns, Conrad and Schmidt, Consulting Engineers, Inc. dba SCS Engineers (NBE) and The Converse Professional Group dba Converse Consultants (MBE).

An Ad-Hoc Committee comprised of 3 individuals from Clark County Department of Real Property Management and Department Administrative Services/Safety and Environmental reviewed and evaluated the submittals and found 4 firms qualified. Attached is the Qualified List of firms ranked in sequential order from highest to lowest scored. In the event an acceptable contract cannot be negotiated with a firm, staff will negotiate with the next firm on the Qualified List. 

The following is the pertinent provision of the Contracts:
                     The term of the Contracts shall be from date of award through June 30, 2024, and include the option to renew for 4, one-year periods.
                     The Contracts include the County's option to terminate for cause, convenience or default and suspend the contract with advanced written notice.

The recommendation of award is in accordance with NRS 332.115.1, a discretionary award process is permissible because the County requires the services of some or all qualified providers of these services and, therefore, the contract is not, by its nature, adaptable to competitive bidding. Pursuant to internal policies and procedures, Clark County solicited these services through the SOQ process. 

All firms on the Qualified List currently hold a Clark County Business License.
