BACKGROUND: 

The District operates twenty-one odor control sites where a Calcium Nitrate Treatment Solution is introduced into the collection system's influent to prevent sulfide formation and associated odors. In addition to suppressing odors, the reduction of sulfide aids the overall wastewater treatment process by reducing the amount of chemicals required to treat the influent at the plant, and reduces corrosion within the sanitary sewer collection system. In order to properly maintain the overall water quality, a readily available supply of Calcium Nitrate Treatment Solution is necessary to meet environment, public health, and safety standards.

An Invitation to Bid (ITB) No. 230022, for the procurement of Calcium Nitrate Treatment Solution, was advertised on February 2, 2023, in the Las Vegas Review Journal and posted on the District website. On March 16, 2023, five (5) firms responded by submitting bids. The bid results are as follows:

Staff recommends that the bid be awarded to Evoqua Water Technologies, LLC as the lowest responsive and responsible bidder. The following are the pertinent provisions of the contract:
• The initial term of the contract is from October 1, 2023 through September 30, 2024;
• The contract includes the option to renew for four (4) additional one-year periods with an increase not to exceed 20% for each year of the contract term;
• This contract includes the District's option to terminate or suspend for cause or convenience with advance written notice.

In accordance with NRS 332.065, if the governing body or its authorized representative has advertised for or requested bids in letting a contract, the governing body or its authorized representative must award the contract to the lowest responsive and responsible bidder. Evoqua Water Technologies, LLC currently holds a Clark County business license.

This agenda item has been reviewed and approved by the District General Counsel.
