BACKGROUND:
As the lead agency for the Clark County "Urban County" HOME Consortium, Clark County administers federal HOME funds from HUD and HOME/AAHTF monies from the State of Nevada. On March 21, 2023, the Board of County Commissioners (BCC) approved the CDAC recommendations to carry out affordable housing activities and to prioritize projects for the FY 2023-2024 allocation of HOME/AAHTF funding. Subsequently, due to one recommended project not moving forward and a small unanticipated increase in the Federal HOME funds received by Clark County, staff is recommending that the proposed Southern Pines 2 project by NV HAND, a Community Housing Development Organization (CHDO) be funded at $2,000,000. This project will also meet HUD's required CHDO set-aside of 15% of HOME funds for FY 2023-2024.
The Southern Pines 2 project is being recommended for $2,000,000 in HOME funds to assist with new construction on phase 2 of an affordable family community serving households from 30% - 60% of Area Median Income (AMI). The development will provide 36 one-bedroom, 108 two-bedroom, and 36 three-bedroom units in three-story garden-style buildings, for a total of 180 units. The project is located on the northeast corner of South Decatur Boulevard and West Pyle Avenue in unincorporated Clark County. This project was awarded $11,700,000 in Community Housing Funds in September of 2022.
This project has been included in the 2023-2024 Draft HUD Action Plan.
